Steps to embody the reform concept
First of all, as a concept of reform, make the current operational situation (AS-IS) comparable with Ideal situation (To-Be) and summarize in several images that how the business process can be changed from the current operational situation and with such changes what kind of effects can be obtained. (Recently, there are tools that promote business reforms by visualizing the processes across the entire company and mining such visualized process.)
Naturally, there would be a gap between the current and the ideal situation and it is necessary to take measures in order to fill such gap. Select the most appropriate measures based on the current organization, business process, information system and the constraints of reforming project (such as time period, resources etc) at the time of taking measures.
A business model is a breakdown of reform concept to operational levels that abstracts the method of ideal operations and summarizes them as a business process flow and business requirements.
Business requirements are requirements that are essential for the establishment of new operations and omissions can be prevented by describing requirements into five elements (Input, Output, Processing procedure, Support tool and Constraints).
