In any city, state or country, there are usually a multitude of different agencies tasked to ensure safety and security. Most of the time, these agencies work separately and over time form unhealthy silos. However, in the face of major homeland security threats, governments need to ensure that these different agencies are able to combine information and resources, so as to be better prepared for incidents.
