Face Recognition and KIOSK for Safe & Smooth Immigration/Customs Procedures

In January 2024, KIOSKs enabling one-stop immigration and customs declaration procedures are now available for use at Haneda Airport Terminal 2. NEC's face recognition technology is used for identity authentication, contributing to safe, simple, and smooth arrival procedures.

---------------------
Background

Shinichi Yamada, Border Manangement Division, Immigration Department, Immigration Services Agency:
The Japanese government has set a goal of welcoming 60 million inbound visitors by 2030. To accomplish this, we require seamless airport procedures that also maintain strict immigration clearance standards.

Mayuko Ueshima, Enforcement Division, Customs and Tariff Bureau, Ministry of Finance:
Japan Customs has already introduced the electronic customs declaration gates (e-Gates) since 2019 in an effort to optimize the procedures. The adoption of KIOSKs is an expansion of those efforts.

Expected Result

Previously, "passport information", "face photos", and “declaration information" had to be submitted at both immigration and customs. Now, these KIOSKs allow for one-stop submission of these documents.
Submitted information is linked with the customs e-Gates, so travelers with nothing to declare are able to complete customs procedures via a walk-through gate that uses face recognition. We believe that this will greatly improve the traveler experience.

We expect the elimination of redundant immigration and customs procedures, such as passport presentation, will enable travelers to complete procedures more quickly.
We see great value in this solution for maintaining strict immigration, while offering travelers a simple way to complete procedures.

Key Points of the Solution

Nobuaki Ishii, CIQ Solutions Group, Govenment and Public Solutions Division, NEC:
A few key points of this solution are the KIOSKs' intuitive screens and interface designs that enable smooth and pleasant usage, even for first-time users. At the same time, NEC's face recognition technology, which is ranked world No. 1 in accuracy, contributes to facilitating strict clearance and inspections.

Future Outlook

KIOSK is a new initiative that transcends the respective frameworks for both immigration and customs.
We hope to create new opportunities to further expand on such collaborations.

We want to further improve this technology to enable even more advanced immigration.
We hope that many people will experience the heightened convenience provided by these new immigration and customs procedures.

Through the provision of solutions,
NEC will contribute to improving traveler convenience and enabling safe and simple arrival procedures.
