This is a zero waste materials plan that focuses on the development of manufacturing technology in which no waste materials are output. This plan was announced at the U.N. University and launched in April 1995, and aims to establish a complete recycling-oriented production system. This plan involves cutting the waste materials output by production plants and business sites to zero by using such waste materials as raw materials in other fields. However, because the environment impact would increase if all emissions were targeted (due to the necessity of using large amounts of chemical substances for processing), NEC considers the "zero" emissions target to be reached if the recycling rate is 99% or higher.
